The FEC initiated MUR 4603 (internally, in the normal course of supervisory responsibilities) against Davis for Congress/Friends of Danny K. Davis and its treasurer Jefferson Haskins. The committee failed to file required 48-hour notifications for contributions totaling $41,500 received in the period February 29 through March 16, 1996, ahead of the March 19, 1996 primary election, and also filed an untimely statement of organization. Violations of 2 U.S.C. § 30103(c) and 52 U.S.C. § 30104(a)(6)(A) (formerly 2 U.S.C. §§ 433(c) and 434(a)(6)(A)) were found. The committee entered into a conciliation agreement prior to a finding of probable cause, agreed to amend the relevant reports, and paid an $8,000 civil penalty. The FEC voted 5-0 on February 6, 1997 to accept the agreement and close the file.
