Rep. Miller was fined $500 by the Office of the Sergeant at Arms under House Resolution 38 and House Rule II, clause 3(g) for refusing to wear a mask on the House floor during the COVID-19 mask mandate (late July 2021). She filed an appeal with the House Ethics Committee on August 25, 2021, arguing the fine was 'arbitrary and capricious' because Speaker Pelosi had been photographed without a mask. A majority of the Committee rejected her appeal. The Ethics Committee publicly disclosed the fine and its decision in September 2021. Miller was the eighth GOP lawmaker fined for this infraction.
