dismissed — OCE Referral and House Ethics Review: STOCK Act / Periodic Transaction Report Violations
Between January and December 2021, Rep. Pat Fallon failed to timely file Periodic Transaction Reports (PTRs) for 122 stock transactions valued between approximately $9 million and $21 million, as required by the STOCK Act. The OCE found 'substantial reason to believe' Fallon violated the law, noting a pattern of late disclosures that continued even after he was put on notice of his obligations. Fallon paid $600 in statutory late-filing fines. The OCE transmitted a referral to the House Committee on Ethics on March 2, 2022. The Committee extended its review in April 2022, published the OCE report in May 2022, and then unanimously dismissed the matter in July 2022, concluding the failures were not knowing or willful and that Fallon had made remedial efforts.
