closed — DoD Inspector General Report: Misconduct as White House Physician
A DoD Inspector General investigation spanning multiple years and 78 witness interviews substantiated allegations that Jackson disparaged, belittled, bullied, and humiliated subordinates while serving as White House physician; made sexual and denigrating comments about at least one female subordinate (including an incident in Manila, Philippines in 2014 during a presidential trip); violated alcohol consumption policies on official presidential travel; and took prescription-strength sleeping medication (Ambien) in a manner that raised colleagues' concerns about his fitness to provide medical care. The report was released publicly on March 3, 2021.
reversed — Navy Demotion from Rear Admiral to Captain Following IG Report
Following the March 2021 DoD Inspector General report, the U.S. Navy formally demoted Jackson from Rear Admiral (lower half) to Captain in July 2022 for conduct 'not in keeping with the standards the Navy requires of its leaders.' This was a formal administrative personnel action. Jackson disputed the findings. On September 4, 2025, Navy Secretary John Phelan reversed the demotion and reinstated Jackson to the retired rank of Rear Admiral following a review of all applicable reports and references.
