resolvedFEC ADR 754 – Gallego for Arizona Failure to Disclose Disbursements
campaign-finance · 2014-10-23 · Federal Election Commission – Alternative Dispute Resolution Office · Civil penalty of $2,000 paid; committee required to develop a compliance operations manual and certify participation in an FEC training program. Approved by a 6-0 Commission vote.
The FEC's Reports Analysis Division referred Gallego for Arizona and its treasurer Rebecca Wininger for failing to disclose $53,314.07 in disbursements on the committee's 2014 12-Day Pre-General Report filed October 23, 2014. The committee subsequently filed amended reports in December 2014 and early 2015 correcting the omissions. The FEC opened ADR case 754 on April 14, 2015 and closed it on August 6, 2015 after approving a settlement by a 6-0 vote. The penalty was $2,000. The omissions were not alleged to be intentional; most of the missing disbursements were donations to other Democratic House candidates.
