Carter challenged the citations and lost before the administrative judge. By January 2021, total outstanding penalties and taxes on the property had grown to approximately $24,160. The property was subsequently destroyed by Hurricane Ida in August 2021.
Since at least 2011, neighbors complained about Carter's blighted two-story rental house on Patterson Street in Algiers Point, New Orleans. In July 2018, after code enforcement officials and three neighbors testified, hearing officer Karen Longon found Carter guilty of 14 code violations (including failure to remove trash, repair fencing, maintain the structure, and fix windows and door frames) and ordered him to pay $7,075. Carter contested and lost before an administrative judge. A 2019 fire further damaged the property. By January 2021, he owed approximately $24,160 in total penalties and taxes. The structure was destroyed by Hurricane Ida in August 2021.

Carter failed to timely file 48-hour notifications for contributions of $1,000 or more received during the period from the close of books for the Louisiana 2024 12-Day Pre-Primary Report up to 48 hours before the July 19, 2024 ballot access deadline, in violation of 52 U.S.C. § 30104(a) and 11 C.F.R. § 104.5(f). A civil penalty of $7,185 was assessed, with an initial finding on March 3, 2025, upheld on May 9, 2025. The fine was paid in full on April 15, 2025.
